Energy Assistance Eligibility Changes for 2024

You can also apply online!

Your local Family/Community Resource Center has copies you can pick up and can help you fill out and submit your application. Please check with your local center to see if you need an appointment for application assistance.

Energy Assistance Eligibility Changes for 2024

Categorical Eligibility

Current recipients of CalFresh /CalWORKS will find the energy assistance application process a little easier this year. Since these clients have already demonstrated eligibility for a means-tested state-run program, they are not required to provide additional income documentation. CalFresh/CalWORKS recipients can self-certify their household income on the CSD 43 Intake Form as part of the application process. Other program documentation requirements remain the same, and categorical eligibility does not change their prioritization for benefits or affect their benefit amount.

 

Minimum Priority Point Threshold

Agencies like ours are required to prioritize the delivery of assistance to households with the lowest incomes and the highest energy costs in relation to their income, taking into account vulnerable populations. There is a state-designed system for calculating priority points for each application and due to limited funding this year, GNS is instituting a minimum priority point threshold. This means that not every income-eligible household can receive Energy Assistance. While we understand the potential impact these restrictions may have, we want to emphasize that households with vulnerable population members (adults who are 60 and over, children aged 5 and under, and/or include members with disabilities) will still qualify for assistance at this point. We know how much this assistance means to everyone and understand the challenges this may pose. It is an unfortunate necessity and we appreciate your understanding.
