Full Job Description: 

Summary

Under the direct supervision of the WX Department Manager and the guidance of the WX Crew Leader, you perform diagnostic testing and install measures for Low Income Home Energy Assistance Program (LIHEAP), Department of Energy Weatherization Assistance (DOE WAP), both administered by Department of Community Services and Development (CSD) and Pacific Power Low Income Weatherization Program as well as other related programs as they develop. You are responsible for understanding proper installation methods, maintaining job site safety, and providing excellent service for the clients of the Weatherization Department, while consistently producing quality weatherization work.

Essential Functions

  • Be familiar with the policies and procedures outlined in the CSD’s Technical Reference Manual, the Installation Standards guide for Pacific Power ESA program, and any other weatherization reference manuals that are released;
  • Be familiar with the Installer Job role as described in the Technical Reference Manual and perform all the essential functions and responsibilities as described;
  • As directed by the WX Crew Leader you install measures called for in the home’s assessment in the order dictated by program protocols, including but not limited to vents, attic and floor insulation, weather stripping, caulk, water heater blankets, filters, registers; repair and/or replace doors and windows; perform minor home repairs incidental to weatherization, etc.
  • Perform weatherization activities in accordance with applicable federal/state regulations and utility contracts to ensure consistently excellent quality of work and that all mandatory field practices are followed.
  • Conduct combustion appliance safety checks, duct blaster tests and blower door tests and other diagnostic tests as required by contract/program guidelines.
  • Maintaining jobsite safety and cleanliness by following established policies and safety regulations and reporting any identified issues or hazards to the WX Crew Leader or WX Department Manager.
  • Maintain excellent daily documentation including tracking your time, monitoring vehicle inventories, logging materials used on each job daily, and any other related tasks assigned to you.
  • Properly annotate and file all invoices as directed by the WX Billing Manager.
  • Load truck daily with inventory and materials for that day’s job and conduct inventory on the truck on a daily basis or as directed.
  • Unload truck daily: cleaning out garbage for preparation of next day’s work schedule.
  • Conduct bi-annual complete inventory and as directed.
  • Inspect materials against Purchase Order and for damage when picking up from vendor.
  • Inform WX Crew Leader when inventory and/or materials need to be ordered or if items are damaged upon receiving.
  • Help ensure proper use and maintenance of assigned program vehicles, tools and equipment.
  • Participate in tailgate safety meetings.
  • Participate in GNS trainings and meetings.
  • Participate in state and program mandated trainings.
  • Perform periodic maintenance on GNS building as directed.
  • Perform other functions or duties as directed.
  • Gain permission from WX Department Manager for any vacation days, late arrivals or early departures.

Competencies

  • Good knowledge of general construction principles and methods.
  • Excellent knowledge of diagnostic practices for weatherization related programs.
  • Accurately perform routine mathematical computations.
  • Excellent knowledge of installation practices of weatherization related program measures.
  • Excellent knowledge of and ability to comply with safety practices on the job and regarding the proper use of power/hand tools/equipment utilized to perform home weatherization.
  • Capacity to keep highly accurate records.
  • Ability to use cellphone and tablets as related to installation and diagnostic practices for weatherization programs.
  • Ability to interact with a wide variety of clients in their homes in a courteous manner.
  • Ability to work with other crew members and be able to know when to escalate situations to WX Crew Leader or WX Department Manager.
  • Ability to work independently and as part of a team.
  • Have the ability to read, write and speak English at a level appropriate to the position.
  • Ability to read a map.

Supervisory Responsibility

This position has no supervisory responsibilities

Work Environment

Work is typically performed outside of GNS’s facilities but in and on the outside of clients’ homes that are in various conditions. Conditions on the job will vary depending on current weather which includes freezing temperatures, heat and ice, snow and rain. Driving daily to clients’ homes. Walking, climbing, sitting and lifting are required. Occasional work outside of normal working hours, such as evenings and weekends for completing jobs, training and/or meetings. Occasional overnight travel.

Accountable for contributing to a safe and healthy work environment. This includes, but is not limited to: Successfully completing safety training; Complying with safety rules and practices; Notifying manager/supervisor immediately of any safety/health concerns.

Physical Demands

This position requires the ability to walk, stand, bend, kneel and sit including setting up and climbing ladders, frequently handle or feel objects, including operating hand and power tools and controls. Must be able to reach with hands and arms. Must consistently be able to lift and/or move up to 85 pounds and occasionally lift and/or move up to 100 pounds. Regularly required to maneuver and/or work in small or confined spaces (i.e. attics and/or crawl spaces, etc.) Regularly required to talk and hear. Specific vision abilities required by this job include close vision, depth perception and the ability to adjust focus

Position Type and Expected Hours of Work

This is a full-time position 40 hours per week Monday to Thursday.

Travel

Must have a valid driver’s license with an acceptable driving record and possess and maintain dependable personal transportation throughout the course of employment. Occasional travel is expected for this position.

Required Education and Experience

  • High school diploma or equivalent
  • One year of related experience
